Introduction
I give thanks to the Most High — to the Lord of lords, our Master and Saviour Jesus Christ — for His grace and His infinite mercy. His reign is an eternal reign, and His dominion endures from generation to generation. I will not cease giving Him thanks for this privilege He has granted us in these last days: to understand His Word, and in particular the prophecies. May glory and honour return to Him alone. Amen!
Beloved brothers and sisters in Jesus Christ, it is with joy that I wish to share with you this prophetic teaching on the World Government. Understanding this teaching is foundational, for it enables us to better comprehend why everything that is happening in this world is taking place: these incessant wars, famines, economic crises, ecumenism, immigration into Europe, English as an international language, the establishment of international institutions such as the World Health Organization (WHO), the World Trade Organization (WTO), the World Bank, and others. In short, this teaching will enable us to understand the outcome of the present world.
What is the World Government?
We speak of a World Government when the entire earth is subjected to a single, worldwide (dictatorial) political order. A World Government in place therefore implies for the whole earth: a single capital, a single language, a single currency, a single flag, a single anthem, a single religion, and so on. In short, under a World Government the entire world becomes a kind of single nation with one ruler at its head; the nations that previously existed within it become provinces.
That being so, under a World Government, nations as we know them today will lose their sovereignty and become provinces in favor of a global nation. Therefore, when we see international institutions such as the World Health Organization and the World Bank; or when we hear terms such as globalization or globalism; or when we see English becoming an international language — we should know that we are heading toward the last world empire, in other words, toward the last human World Government. And all of this is prophesied in the Bible. This is not just any human World Government, but the last one — which must be established before the return of Jesus Christ and whose ruler will be the man of sin, commonly called the Antichrist.
Before entering into the details of this teaching, let us begin by reading Ecclesiastes 1:9–10.
Ecclesiastes 1:9–10
9The thing that hath been, it is that which shall be; and that which is done is that which shall be done: and there is no new thing under the sun. 10Is there any thing whereof it may be said, See, this is new? it hath been already of old time, which was before us.
This passage from Ecclesiastes informs us that there is nothing new under the sun; that there is nothing that can happen or be formed in these end times that has not already existed in the ages past. That being so, even this World Government whose emergence we are witnessing is nothing new — several world governments have existed long before our time. And this we will discover through the Scriptures.
The Origin of the World Government
The World Government is not a system that dates from today — it has very ancient origins. To know its origins, we must go back to Genesis, to the time of the three sons of Noah; it was in that era that men first experienced a human World Government.
After the Flood, the three sons of Noah — Shem, Ham, and Japheth — repopulated the earth through their descendants, according to their languages and nations (Genesis 9:18–19). The peoples of the earth had spread out across the face of the earth (Genesis 10:32). From Creation until the Flood, the earth was not organized as we know it today — there were as yet no kings, governors, or judges. It was only after the sons of men had begun to fill the earth following the Flood that we see the earth being organized into government. And it was Nimrod, the grandson of Ham, who first attempted to rule a kingdom upon the earth. Let us discover this in Genesis 10:8–10.
Genesis 10:8–10
8And Cush begat Nimrod: he began to be a mighty one in the earth. 9He was a mighty hunter before the LORD: wherefore it is said, Even as Nimrod the mighty hunter before the LORD. 10And the beginning of his kingdom was Babel, and Erech, and Accad, and Calneh, in the land of Shinar.
The Bible testifies here in Genesis 10 that it was Nimrod who was the first person to become powerful and to reign upon the earth. He began his reign in Babel, then in Erech, Accad, and Calneh, in the land of Shinar — the ancient name for Babylon. Let us dwell for a moment on Babel, and read Genesis 11:1–9 for this purpose.
Genesis 11:1–9
1And the whole earth was of one language, and of one speech. 2And it came to pass, as they journeyed from the east, that they found a plain in the land of Shinar; and they dwelt there. 3And they said one to another, Go to, let us make brick, and burn them throughly. And they had brick for stone, and slime had they for morter. 4And they said, Go to, let us build us a city and a tower, whose top may reach unto heaven; and let us make us a name, lest we be scattered abroad upon the face of the whole earth. 5And the LORD came down to see the city and the tower, which the children of men builded. 6And the LORD said, Behold, the people is one, and they have all one language; and this they begin to do: and now nothing will be restrained from them, which they have imagined to do. 7Go to, let us go down, and there confound their language, that they may not understand one another's speech. 8So the LORD scattered them abroad from thence upon the face of all the earth: and they left off to build the city. 9Therefore is the name of it called Babel; because the LORD did there confound the language of all the earth: and from thence did the LORD scatter them abroad upon the face of all the earth.
This passage from Genesis 11 teaches us how men first attempted to establish a human World Government, with Nimrod, the son of Cush, as its ruler. All the peoples of the earth, having migrated to the land of Shinar, attempted to establish a first kingdom — which was brought to ruin by a confusion from God: the Tower of Babel. From there, they were all dispersed from the land of Shinar where they had been concentrated. However, despite this dispersal, they gathered again in the land of Shinar to attempt to establish another World Government — Erech; this is what Genesis 10:10 explains to us. From this passage in Genesis 10:10, one can clearly observe that in that era, men attempted to establish world governments four times in succession — Babel, Erech, Accad, and Calneh — following each dispersal by the Lord.

It is instructive, in this passage of Genesis 11:1–9, to examine verses 1 and 2 for a moment.
Genesis 11:1–2
1And the whole earth was of one language, and of one speech. 2And it came to pass, as they journeyed from the east, that they found a plain in the land of Shinar; and they dwelt there.
Verse 1 of this passage informs us that the whole earth at that time had only one language: if it were French, everyone spoke French; if it were Arabic, everyone spoke that as well. Without this universal language, the first World Government — or the construction of the Tower of Babel — would never even have taken place; for even to halt their World Government project, the Lord had simply confounded their language by creating other languages among them. What does this tell us? Aware of the fact that the primary obstacle to the establishment of a World Government is language, the actors currently working for the emergence of the last World Government chose an international or universal language for the whole earth. It was under Kofi Annan, Secretary-General of the UN, that it was decided that English would become the international or world language. We see the fruits of this today. Whether you are a French speaker or an Italian speaker, you are compelled to learn English in order to benefit from certain advantages; the major scientific journals and publications, for example, are all produced in English. In most parts of the world, knowledge of the English language has become a fundamental criterion for finding employment. This is why you see people of all ages applying themselves intensively to learning English. We see all of this because it was decided that English would be the official language of the emerging new World Government.
As for verse 2 of Genesis 11, we observe that the inhabitants of the earth are leaving their respective regions of origin and migrating to the land of Shinar. Note also in Genesis 10:10 that it was in the land of Shinar that Nimrod each time organized his world governments. Shinar represented the geographical region where power was centered in Nimrod's world governments — in other words, the land of Shinar at that time was the capital of the world. In these end times, it will be Europe that will serve as the capital of the world — and of the World Government. This is what explains immigration into Europe. In passing, note that when the Lord Jesus Christ returns to begin His reign, it will be Jerusalem that will serve as the capital of the world during the Millennium. This is found in Isaiah 2:1–4.
Isaiah 2:1–4
1The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem. 2And it shall come to pass in the last days, that the mountain of the LORD's house shall be established in the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it. 3And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem. 4And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more.
This same description is also found in the book of Zechariah 8:21–22.
After the empires of Nimrod, other empires rose and dominated the whole earth: the Egyptian, Assyrian, Babylonian, Medo-Persian, and Greek empires, among others. Beloved, in the interest of simplifying this teaching, we will focus our attention on just the last five great empires — that is, from the Babylonian Empire to the last empire, which has been reconstituted in recent years. All of these empires had or have but one purpose: to exercise a World Government.
Prophecies Concerning the Last Five Great Empires
As we have just seen, my brothers and sisters, all these great empires have had but one purpose: to impose a human World Government upon the earth. At the time Daniel entered Babylon — because of the captivity — the Lord revealed through him the various empires that must succeed one another until His return to establish His own kingdom: the Kingdom of Heaven. These empires number five; four have passed — that is, they no longer exist; and one — the last — already exists even at the time of this teaching. Let us therefore examine the biblical prophecy that speaks of these various human world governments. It is found in Daniel 2:26–35.
First of all, let us recall that this is a dream that King Nebuchadnezzar had received — but had unfortunately forgotten. He therefore summoned all the magicians and astrologers of his kingdom to remind him of the dream and provide an explanation. Yet none of the magicians or wise men was able to tell the king his dream and its interpretation; at this, the king flew into a rage and ordered that all the wise men of Babylon be put to death — including Daniel, who was numbered among the wise. Daniel asked the king for time to provide the interpretation; this was granted; and after a period of prayer, the secret was revealed to Daniel, who then went before the king to give him the explanation.
Daniel 2:26–35
26The king answered and said to Daniel, whose name was Belteshazzar, Art thou able to make known unto me the dream which I have seen, and the interpretation thereof? 27Daniel answered in the presence of the king, and said, The secret which the king hath demanded cannot the wise men, the astrologers, the magicians, the soothsayers, shew unto the king; 28But there is a God in heaven that revealeth secrets, and maketh known to the king Nebuchadnezzar what shall be in the latter days. Thy dream, and the visions of thy head upon thy bed, are these; 29As for thee, O king, thy thoughts came into thy mind upon thy bed, what should come to pass hereafter: and he that revealeth secrets maketh known to thee what shall come to pass. 30But as for me, this secret is not revealed to me for any wisdom that I have more than any living, but for their sakes that shall make known the interpretation to the king, and that thou mightest know the thoughts of thy heart. 31Thou, O king, sawest, and behold a great image. This great image, whose brightness was excellent, stood before thee; and the form thereof was terrible. 32This image's head was of fine gold, his breast and his arms of silver, his belly and his thighs of brass, 33His legs of iron, his feet part of iron and part of clay. 34Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces. 35Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth.
The question we can ask at this point is: what does this immense statue represent — with its head of gold, its chest and arms of silver, its belly and thighs of bronze, its legs of iron, and its feet partly of iron and partly of clay? And what does the stone cut without hands — which strikes the statue — symbolize?
The answers to these questions are found in the continuation of the same chapter 2 of Daniel. What is remarkable about this type of prophecy is that the Lord Himself provides the explanations — so that none of us can impose our own personal interpretation. Let us therefore continue reading, taking up now verses 36 to 45.
Daniel 2:36–45
36This is the dream; and we will tell the interpretation thereof before the king. 37Thou, O king, art a king of kings: for the God of heaven hath given thee a kingdom, power, and strength, and glory. 38And wheresoever the children of men dwell, the beasts of the field and the fowls of the heaven hath he given into thine hand, and hath made thee ruler over them all. Thou art this head of gold. 39And after thee shall arise another kingdom inferior to thee, and another third kingdom of brass, which shall bear rule over all the earth. 40And the fourth kingdom shall be strong as iron: forasmuch as iron breaketh in pieces and subdueth all things: and as iron that breaketh all these, shall it break in pieces and bruise. 41And whereas thou sawest the feet and toes, part of potters' clay, and part of iron, the kingdom shall be divided; but there shall be in it of the strength of the iron, forasmuch as thou sawest the iron mixed with miry clay. 42And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken. 43And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay. 44And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever. 45Forasmuch as thou sawest that the stone was cut out of the mountain without hands, and that it brake in pieces the iron, the brass, the clay, the silver, and the gold; the great God hath made known to the king what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure.
